PKS\,1351$-$018 at a redshift of $z=3.71$ is one the most luminous, steady synchrotron sources with luminosity $> 10^{47}$\,erg~s$^{-1}$. The does not seem to vary by more than $\sim 25\%$ over 35 years. In order appreciate this remarkable behavior, if it were $z=0.5$, would have flux density 15 GHz in range $110 - 137$\,Jy 11 yrs. spite two strong $\gamma$-ray flares $\lesssim 10^{49}$\,erg~s$^{-1}$ detected 2011 and 2016. There blazar-like behavior coexisting behavior. This study aimed elucidating dual nature source. We find that radio source extremely compact bright core steep spectrum secondary component, 12\,mas away, appears be constant position six epochs from 1995 2018. estimate jet time averaged power $(5.2 \pm 3.2) \times 10^{45}$\,erg~s$^{-1}$ terminates lobe advancing $\gtrsim 0.9 c$ deprojected distance $1-3$\,kpc central engine. rare case young ($\sim 6000$\,yr), very powerful viewed few degrees axis. evidence high velocity (4000\,km~s$^{-1}$), ionization wind emanating form luminous quasar. experience modest bending as navigates through intense quasar environment.
